Job Summary

Defence has a window of opportunity to aggregate, reset and optimise support services contracts in the window 2026-2028 when multiple high profile contracts are due to expire.

Future Defence Support Services (FDSS) will succeed LCS(T) from 2028 and integrate elements of capability currently provided by the other contracts or in-house services to deliver the availability, agility, flexibility, and resilience that Defence requires of its support services. It is critical that these support services transition to avoid a capability cliff edge, ensuring continuity of service beyond 2028.

Aligned to the establishment of FDSS as a programme, FDSS are creating a Programme Management Office (PMO) function. This presents an exciting opportunity to join a team at its inception and help it inform its formation, bringing your skills and experience to aid the PMO head to developing a collaborative and empowering environment.

The FDSS PMO Stakeholder and Communications Lead will deliver communications activity on behalf of FDSS. They will develop, maintain and execute the communications plan, producing high quality content and presenting as required for the receiving stakeholder audience. Developing a detailed understanding of the stakeholder community, they will manage their communications accordingly or advise others on how to approach engagement with a forward look to ensure all stakeholders are informed proactively and appropriately dependant on role and grade. The post will create and maintain standard briefing materials for use across the programme, generate through collaboration specific content for briefings or events which they will have a pivotal role in facilitating. The role will also establish, maintain and enforce brand integrity for FDSS.

The post holder will be required to actively keep up to date situational awareness on all Logistics Transformation programmes to be able to provide quality updates and briefings on progress made, support required and issues and opportunities.

This position is advertised at 37 hours per week.

Job Description

Main Objectives:

Engagement and Planning: Ensure the right inputs are used (strategy, analysis and profile) to develop a stakeholder engagement plan with appropriate lead in times for the various communication channels, working with the project to ensure these are reflected in the project plan. Manage and maintain materials supporting delivery of the stakeholder management plan (i.e. stakeholder matrix, stakeholder engagement plan, engagement briefs) and where appropriate plan and lead the engagement activity, acting as a single point of contact for stakeholders. Collating feedback from stakeholders throughout the life of the project.

Stakeholder analysis and engagement strategy: Through working closely with the PMO Head and the CoS (Chief of Staff), lead stakeholder analysis, using appropriate tools, and develop the strategy in conjunction with other senior project leads, and provides advice on the most appropriate communication channel for each stakeholder group. Ensure this is up to date and remains compliant with the direction set by the Defence Support HQ comms team.

Stakeholder Requirements Management and Profiling: Lead the process of capturing stakeholder needs, assessing, defining and justifying those needs to arrive at an agreed schedule of requirements that defines the projects objectives. Develop the profile by working with the project to understand and map the changing needs of the project against stakeholder influence and involvement.

Briefings and events: Plan, create and deliver appropriate briefings and events to stakeholders and Industry on behalf of and in support to the FDSS senior team to ensure the stakeholder community are updated and informed of all changes and key decisions.

Focal point – Act as the SME for stakeholder management related issues.

Alignment – Keep abreast of HLB, TLB and MOD communications and engage with relevant networks to ensure key messages are cascaded. Developing and maintaining a close working relationships with the communications community across Defence.

Person specification

Essential

Evidenced ability to organise and deliver engagement events to a diverse stakeholder base at desk level and senior levels.
Evidenced ability as a self-starter to identify, prioritise and plan effectively effective high-quality communications.
Experience of delivering complex communications to a diverse stakeholder base using a variety of media.
Proven ability to build strong relationships and engage effectively with stakeholders across varying technical and non-technical backgrounds.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
