SUMMARY
The Innovation, Hybrid and Cyber (IHC) Division provides a coordinated approach for NATO to the emerging security challenges of the 21st Century. It serves as NATO HQ’s focal point for policy development on issues linked to innovation and Emerging and Disruptive Technologies (EDTs), Data and Artificial Intelligence (AI) Policy, cyber, hybrid, energy security, security of critical undersea infrastructure, as well as the impact of climate change on security. The Division also promotes security cooperation on these challenges through a variety of different programmes, with Allies and with partner nations, as well as with industry, academia and with other International Organisations (IO).
IHC also continues to promote security cooperation on these challenges through a variety of programmes that are now centrally managed by the Science for Peace & Security (SPS) Programme Management and Coordination Unit. This unit acts as the central pool of expertise for all practical implementation and cooperation programmes of the division. It supports, in a matrix-style organization, all other policy teams, by implementing the SPS Programme, collaborating with Partner nations, academia and with other international organisations, as well as carrying out the Defence Against Terrorism Programme of Work (DAT POW), which is focused on technological innovation, capability development and experimentation projects. The SPS programmes provide a forum for bringing together a network of experts and scientists from allied and partner countries who collectively contribute to finding solutions to emerging security challenges through joint cooperative projects in relevant areas of interest.
The Cyber and Hybrid Policy Section develops and articulates cyber and hybrid policy for NATO and monitors related issues across the Alliance.
The incumbent is embedded in the Cyber and Hybrid Policy Section as Science for Peace & Security (SPS) Advisor and Programme Managerdeveloping and managing multi-stakeholder practical cooperation projects and activities in the field of cyber defence, hybrid and related research projects.
QUALIFICATIONS AND EXPERIENCE
Essential
The incumbent must:
possess a university degree from an institute of recognised standing in a relevant field or equivalent qualification;
have 5 years’ experience in policy development, management of projects and development of programmes;
have experience working in a multilateral environment or an environment with a variety of stakeholders from multi-cultural backgrounds;
have extensive experience in programme and grant management;
have an in-depth understanding of critical developments relating to cyber security, cyber defence, cyber threat analysis, and hybrid activities
be conversant with the Alliance’s political and military consultative processes and key security policy issues on its agenda;
possess the following minimum level of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
be flexible to travel on a frequent basis.
DESIRABLE
The following would be considered an advantage:
a graduate degree (Masters or PhD) in cyber security, computer science, information technology, or related;
have excellent drafting skills and experience in preparing background and speaking notes for senior management;
professional experience in similar work, with a focus on security policy and/or international relations, for a national administration or in an international environment, including working experience with academic communities and government institutions in NATO member and partner countries;
knowledge of the scientific and academic community in a relevant field;
knowledge of NATO institutional framework and procedures.
MAIN ACCOUNTABILITIES
Project Management
Implement, deliver and review a variety of projects and provide technical and programmatic oversight for a portfolio of SPS activities in the field of cyber defence and hybrid, including monitoring technical and financial progress and evaluation mechanisms, aiming to enhance capacity building efforts in this field as well.
Develop and implement joint cooperative projects, in particular high visibility flagship projects in coordination with the Head of the SPS Programme. Plan, direct and supervise activities related to such implementation. Set milestones, monitor and promote relevant initiatives in coordination with other stakeholders. Analyse ongoing and completed projects, seeking ways to improve working practices and procedures within the Programmes. Contribute in developing projects beyond the SPS funding, potentially liaising with other programmes within IHC (DAT POW) and outside (DIANA, NATO Innovation Fund (NIF), etc.).
Policy Development
Contribute to policy development in relevant fields. Liaise and work closely with other sections to maintain a high level of awareness on policy areas, especially in the cyber/hybrid realm, but also in areas related to Innovation, Artificial Intelligence and Data Policy. Contribute to the organization of events on specific policy areas.
Expertise Development
Work with national delegations and Partner Nations, as well as other NATO bodies and experts to support the development of multi-stakeholder practical cooperation projects in the field of cyber defence. Develop and maintain expertise on the working procedures and grant mechanisms of the SPS Programme to enhance cooperation between scientists and experts in NATO and partner nations.
Stakeholder Management
Maintain a network of contacts within NATO, Allies and Partner nations, other International Organisations, academia and research institutes in the field of cyber security to better develop and implement projects of common interest. Coordinate with other key NATO entities playing leading roles in cyber. Interact with national cyber bodies in Allied countries with the aim to ensure synergy of effort. Guide potential applicants in identifying the best funding opportunities within IHC (SPS and DAT POW) or through other programmes (DIANA, NIF, etc.).
Knowledge Management
Ensure that all stakeholders are kept informed through the preparation of reports, minutes of meetings, briefings and organizations of special events. Support the development of articles, briefings and web stories on relevant activities and projects.
Representation of the Organization
Represent SPS and the Cyber and Hybrid Policy team, at internal and external fora, such as conferences and symposia, as appropriate. Contribute to public information efforts, including by making presentations to visitors to NATO HQ. Organise events, and information days in NATO and Partner countries, as needed.
Financial Management
Manage financial resources for the ongoing and planned SPS activities including multi-year projects using available grant mechanisms. Recommend appropriate allocation of resources in support of those activities.
Perform any other related duty as assigned.
INTERRELATIONSHIPS
This post has a double-reporting line. The incumbent reports functionally to the Head of the SPS and Programme Management and Coordination Unit on SPS-related project work and implementation, as well as to the Section Head for Cyber and Hybrid Policy with regard to policy guidance. The incumbent develops close working relationships with other sections and units of IHC and coordinates closely with other divisions of the International Staff, notably the NATO Public Diplomacy Division (PDD), the International Military Staff, the Science and Technology Organization, DIANA and the NIF, NATO Strategic Commands – in particular Allied Command Transformation – the NATO Communications and Information Agency, and national and partner delegations, as necessary.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation’s need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation’s skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates. These circumstances are described in the IS directive on twin-graded posts.
