Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Job Description

To be accountable to the Deputy Estates Manager (NB Estate) for the delivery of the Future Maritime Support Programme (FMSP) Asset Management function. Ensuring engagement with all stakeholders to understand requirements of the assets.

In direct support of the Deputy Estates Manager (NB Estate), provide the discrete Intelligent Customer (IC) activities in support of the Estates Management function with Babcock and Interserve principally executed through the delivery of Maritime Services Delivery Framework MSDF and of Future Maritime Support programme (FMSP) contract. (See Generic IC ToRs in the IC Handbook)

Ensure Management Information, Reports and contract deliverables are met in accordance with the FMSP Statement of Technical Requirement (SOTR), associated SOTR Annexes and contract schedules; engaging other stakeholders where deliverables impact their managed assets.

To provide support to the Deputy Estates Manager (NB Estate) for the implementation of Asset Management Governance across the Devonport Estate.

Under the direction of the Deputy Estates Manager (NB Estate), work with the Industry Partner (IP) to ensure expected contract performance and value for money in the delivery of the contract.

Under the direction of the Deputy Estates Manager (NB Estate), maintain an accurate Asset Management Register to deliver the Strategic Asset Management Plan and Asset Management Plans.

Supporting the Contract Performance Manager who is responsible for ensuring Key Performance Indicators (KPI’s) are delivered associated with Asset Management.

The role has a line management responsibility to one direct reporting person.

Secondary Purpose

To support/deliver Naval Base “Rounds” as directed by the Deputy Estates Manager, ensuring that all site activities are managed and delivered safely, effectively and coherently. This is an activity that will necessitate close engagement with other ICs and the Industry Partners.

To assist any queries/issues identified by Deputy Estate Manager to ensure satisfactory resolution.

To assist the Project & Intelligent Customer Managers with performance related queries/concerns to ensure satisfactory resolution.

Assist in the evaluation of tender returns from Industry Partners and undertake clarification or development tasks as directed.

To attend the IC Forum, as necessary to support the Deputy Estates Manager and interact with ICs to enable the discharge their respective Output Specifications (i.e. Ships/Subs/Logistics/Waterfront).

Person specification

Essential

Level 4 or above qualification in a related discipline that contributes to the output of the role. Or a Level 3 qualification with extensive relevant experience at the discretion of the Deputy Head.

Working knowledge of Microsoft Office 365 applications.

Desirable

Asset Management qualification or willing to work towards an appropriate qualification within 6 months of taking up position.

Project Management Qualification – Managing Successful Programmes, PRINCE 2, APMP

Membership of PM professional body & Membership of FM/RICS associated professional body (ie APM, IWFM, RICS, IAM)

Line Management Experience

Qualifications

Level 4 or above qualification in a related discipline that contributes to the output of the role. Or a Level 3 qualification with extensive relevant experience at the discretion of the Deputy Head.

Working knowledge of Microsoft Office 365 applications.
