Job Summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

HM Naval Base Clyde is a Nuclear Authorised site which complies with the full suite of nuclear authorised conditions of which Authorised Condition 10 (Training), is pertinent to this role.

The Business Directorate at HMNB Clyde provides an overarching governance function a broad range of business functions and specialist professional help to support the respective output areas

Part of the Business Directorate, the Clyde Training & Development (CTD) team deliver and support site wide training to entitled HMNB Clyde staff, both service and civilian. Advice and guidance on training policy and funding of external learning is also provided.

This position is advertised at 37 hours per week.

Job Description

The Clyde Training and Development (CTD) Team sits within the Business Directorate at HM Naval Base Clyde. The Business Directorate provides an overarching governance function across HMNB Clyde and a broad range of business functions and specialist professional help to support the respective output areas.

The Clyde Training & Development (CTD) team delivers and supports site wide training to entitled HMNB Clyde staff, both service and civilian. Advice and guidance on training policy and funding of external learning is also provided.

The Training Support Officer (TSO) Is Responsible For Providing All Necessary Administrative Support To Enable The Successful Delivery Of Site Wide Training. This Includes, But Is Not Limited To, The Following:

Co-ordinate and process all requests for training facilitated by the Clyde Training Department; issue joining instructions produce, purchase and issue course certificates. Completing and updating records on TAFMIS, Baseline and all Excel spreadsheets.
Maintain training records for mandatory, nuclear, and external statistics to assist in the production of management information.
Arrange security clearance for trainers and delegates as necessary and escort duties as required.
Maintain, reproduce, and purchase course materials; maintenance of training equipment.
Processing of Invoices for payment and maintenance of associated documentation in line with Barclays Spend Management (BSM). Process external training applications to comply with L2020 framework. Raise exemptions with Government Campus where normal route to market is not applicable.
Responsibility for the use of Clyde Training Department facilities including room bookings and the setting up of classrooms.
Clyde Training Department Asset management and replenishment.
Performing ad hoc training support tasking as directed by Learning & Development Advisor (LDA).

Person specification

The Training Support Officer (TSO) is a customer facing role therefore a high level of customer service, prioritisation and interpersonal skills will be required. The use of IT systems including the TAFMIS system and MODNET for day-to-day business will necessitate a good standard of IT literacy, especially the use of standard Microsoft Office packages. There will be occasions to attend/support offsite training therefore a driving licence would be desirable. The Training Support Officer role is an integral part of the training team therefore a flexible approach to workload and supporting colleagues are key to undertaking this role.
