Job Summary

His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

The Clyde Design Authority undertakes a vital role in ensuring that key defence nuclear infrastructure that supports nuclear powered warships and nuclear weapon systems is safe and fit for purpose.

We are looking to recruit a Civil Engineer to support the technical capability of HMNB Clyde Approving Authority (Design). Applications are encouraged from Civil Engineers who have recently qualified with a relevant recognised qualification or are looking to develop their skills in the nuclear sector. Previous Experience within the Defence or Nuclear sectors is desirable but not deemed essential.

The role involves working as a Senior Civil Design Engineer within a multi-disciplinary engineering team in the Approving Authority (Design), consisting of Mechanical, Civil, Building Services and Electrical Engineers. In this role, you will be responsible for the authorship, development, assessment, and maintenance of Design Substantiation for the civil/structural nuclear infrastructure at HMNB Clyde. You will have the opportunity to develop valuable skills and experience working in a high hazard/high consequence, low frequency environment whilst playing a key role in supporting defence outputs.

This post attracts the NSQEP Recruitment Retention Allowance of up to £12,000 per annum. This allowance is discretionary and is dependent on a candidate’s ability to successfully demonstrate and evidence their competence, qualifications, and experience to an independent panel of Subject Matter Experts.

This position is advertised at 37 hours per week.

Job Description

Working within the Clyde Design Authority, the Senior Civil Design Engineer’s duties include:

Authorship, development, assessment, maintenance and management of the suite of Clyde Civil/Structural Nuclear Infrastructure Design Substantiation documents.
Authorship, development, assessment, maintenance and management of civil/structural design changes and concessions.
Presentation of Clyde Civil/Structural Design substantiations, to Clyde ‘Due Process’ nuclear safety committees.
Production and development of Examination, Inspection, Maintenance & Testing (EIMT) Schedules, operating procedures and results to satisfy the design and safety case requirements of civil structures through-life.
Production and review of Periodic Safety Review reports for civil structures.
Providing advice and direction to internal and external stakeholders.
Production of Independent Technical Assessment (ITA)/Independent Peer Review (IPR).
Using a combination of general and specialist civil engineering knowledge and understanding to apply existing and emerging technology.
Applying appropriate theoretical and practical methods to design, develop, manufacture, construct, commission, operate, maintain, decommission and re-cycle engineering processes, structures, systems, services and products in a nuclear/high risk environment.
Producing robust technical justification to allow for Civil/Structural Engineering design modifications to be authorised within a high hazard industry.

Person specification

To be considered for this role, the person will ideally have:

Broad knowledge in Civil Engineering, preferably with experience (although not crucial) in the design and assessment of reinforced concrete and steelwork marine structures and jetties. Applications are also encouraged from Civil Engineers who have recently qualified with a relevant recognised qualification and looking to develop their skills further.
Ability to provide practical, creative and cost-effective solutions for design changes / modifications to civil/structural infrastructure.
A good understanding of British and international design codes and standards.
A track record of making intelligent evidence-based decisions using various sources of data.
Good skills in verbal and written communication.
The ability to effectively manage and prioritise your own workload.

Qualifications

Minimum HNC in Civil Engineering or equivalent qualifications and experience in a relevant engineering discipline.

Desirable (not essential): Accredited BEng degree in Civil Engineering or equivalent qualifications and experience in a relevant engineering discipline.
