Summary
You will serve as a Management Analyst in the NAVSUP Naval Petroleum Office Requirements Division of CNSSC OPERATIONAL SUPPORT FIELD.

GS-13 Your resume must demonstrate at least one year of management analyst specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as the focal point for all program management of petroleum, oil, lubricant aircraft/ship fuel planning and requirements activities. Specific work must demonstrative the following: 1) Liaising with agency, regional, and end user staffs to obtain and validate projected fuel consumption requirements ; 2) Demonstrate technical features and uses of the petroleum systems and equipment in order to coordinate program support and resolve program problems as they occur; 3) Support Navy interests regarding fuel planning and exercise; 4) Applying a mastery knowledge of data gathering methodologies, planning and requirements approaches, qualitative and quantitative methods and techniques, and business process analysis leading to business problem resolution; 5) Applying knowledge of management and teaming concepts and practices pertaining to fuel planning and requirements programs. Specific work must demonstrative the following: 1) Assisting with liaising with agency, regional, and end user staffs to obtain and validate projected fuel consumption requirements; 2) Work with supplier agency to assure fuel is procured and distributed according to the plan; 3) Demonstrate a knowledge of laws, policies, regulations, procedures and precedents applicable to the Navy/DOD petroleum management; 4) Applying a mastery knowledge of qualitative and quantitative methods for the assessment and improvement of complex management process and programs; 5) Planning, organizing and directing team study work and effectively conducting negotiations with management related to fuel program.
