The Australian Submarine Agency (ASA) Finance Branch supports the Chief Financial Officer and the ASA through the provision of expert strategic support and advice on the development of the acquisition, sustainment and disposal of nuclear-powered submarines (NPS).
To effectively support the ASA to deliver on their outcomes, we are seeking individuals who thrive in a high paced environment, can work independently and as part of a team, and have great interpersonal skills. As an APS5 working within the ASA Finance Branch, you will strengthen your technical skills, and be provided the opportunity to support entity wide decision-making through the provision of accurate, timely financial analysis and advice. We are seeking to fill a number of vacancies within the ASA Finance Branch across several disciplines including:

In addition to the core APS 5 capabilities above, we are seeking candidates with transferrable skills who have an eagerness to acquire skills and knowledge in finance roles, budgets, project cost estimation, cost modelling and finance business partnering. We are looking for people who have the ability to:
Budgets and Reporting
Support stakeholders in the development and management of budgets and forward year financial plans, providing advice and guidance as directed.
Support the development of Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES).
Support the maintenance and validation of the accuracy of financial data in the Financial Management Information System and Central Budgets Management System, including but not limited to budgets, forecasts, actuals, phasing for both operational and capital purposes.
Cost Estimation and Assurance
Support life cycle cost estimation methods and risk and uncertainty analysis.
Learn data modelling, data analysis and financial forecasting techniques.
Support the preparation of cost estimates to support the decision making process.
Demonstrate a general understanding of project management and project control processes including Work Breakdown Structures, Scheduling and Risk Management.
Finance Business Partner
Build and sustain collaborative Finance Business Partnerships, including liaising with business areas, procurement teams and finance subject matter experts, to support them in the development and management of budgets and forward year plans.
Monitor and support financial performance of contracts and agreements against budget and schedule, identifying and calculating the financial impact of changes or delays (i.e. price escalation, indices contained within contracts, penalties).
Provide support on the financial aspects of asset management including but not limited to, asset reconciliations, maintenance of Asset Valuation Models (AVMs), Project Capitalisation Plans, asset rollouts and aged and uncleared balances.
Research, evaluate and contribute to the preparation of briefs and reports on emerging issues and new proposals.
Financial Reporting and Policy
Research and understand the requirements within the Public Governance and Accountability Act 2013 (PGPA Act) and policy frameworks, an understanding of financial accounting policy, and contribute to policy improvements and organisational financial literacy training.
Demonstrate they have relevant accounting experience that will support the preparation of high quality, accurate financial statements. Including the ability to support the team to complete monthly reconciliations, quality assurance and financial analysis.
Undertake financial research and analysis, interpret moderately complex accounting information and draft written advice, accounting papers and financial reports.
