Job Summary

DIO manages the Defence estate, one of the UK’s largest and most diverse property portfolio, enabling the armed forces and Defence civilians to live, work, train and deploy. From net carbon-zero accommodation to runways for the F35 fighter jets, our outputs are unique in the UK and across the globe!

This is an exciting opportunity to join the Defence Infrastructure Organisation (DIO) which is a business unit within the MoD. In the UK, DIO Accommodation are responsible for maintaining Service Families Accommodation (SFA) under the Future Defence Infrastructure Services (FDIS) contract which was launched on 1 April 2022. FDIS incorporates three key principles of Excellent Performance from Suppliers and DIO, Empathetic handling of Customer and Families and Improved Customer Communications.

FDIS Accommodation contract includes working with Industry Partners:

Pinnacle manage the National Accommodation Management Services (NAMS) contract which is the single point of contact for requests from families living in SFA.
VIVO Defence Services manage the Regional Accommodation Maintenance Services (RAMS) contracts responsible for maintaining homes, including statutory and mandatory checks and preparation of Service Families homes.

The Housing Estate Officer role is multifaceted and necessitates tasks carried out at both the desktop and on MoD Estates. The successful candidate will be a motivated, self-starter who is able to manage and prioritise workloads according to contract deliverables and risk-based analysis and to establish relationships with a wide range of stakeholders.

This position is advertised at 37 hours per week.

Job Description

This role provides an opportunity to develop leadership skills whilst working collaboratively and engaging with DIO colleagues, Industry Partners, Stakeholders and Service Families to deliver the Future Defence Infrastructure Service Programme and ‘Families First’ approach.

The Housing Estate Officer will require an ability to address FDIS contract matters to deliver successful outcomes.

Demonstrate a personal dedication to the DIO Guiding Principles and ‘Safety First’ value.

Complete monthly assurance inspections independently and together with Industry Partners to provide a better insight into performance measures and quality issues.

Assist with management of Billable and VOID Preparation Works.

Complete property inspections to determine condition and inspection of building works.

Support with the resolution of area level Stage 2 Complaints to promote positive outcomes.

Assist Industry Partners and work together with supply chain partners to resolve difficulties.

Conduct monthly patch management by visiting Housing Estates to review condition, report Health and Safety issues and subsequent repairs.

Hold the contractor to account to ensure the provision of grounds maintenance is being completed to meet output spec.

Hold the contractor to account to deliver Statutory & Mandatory Compliance to support PPM/inspections.

Support the Housing Estate Manager with ad hoc business management tasks.

Attend Area and Region management meetings.

Person specification

A good working knowledge of Microsoft Applications is highly desirable.
This role requires you to travel to any Housing Estates within the Areas of Responsibility using a government provided vehicle. Due to the wide geographic locations a full driving licence is essential.
Strong interpersonal skills to build relationships that promote collaboration between a range of stakeholders that support continual improvement.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
