As the Assistant Head Safety, Plans and Assurance, you will be directly responsible to the Deputy Head Overseas & Training Region (OS&Trg) for providing advice and assurance across the UK and Overseas Defence Training Estate (DTE). You will Provide leadership, support and guidance to the Safety, Plans and Assurance, Range Infrastructure Technical Team (RITT) and Area Utilities Teams within HQ OS&Trg Region.
This position is advertised at 37 hours per week.

Leadership and Management of the Safety, Plans and Assurance team – OS&Trg Region
Provide direction to the team in order to deliver DIO outputs
Demonstrate a personal commitment to the DIO Guiding Principles
Provide leadership for the function and/or team with minimal supervision and direction
Responsible for developing and supporting the team, enabling them to deliver departmental goals
Lead, manage and motivate staff providing a collaborative and proactive working environment
Accountable for ensuring that the team is compliant with mandatory requirements e.g. H&S training
Provide SME support and DIO Liaison to all Stakeholders
Accountable for providing support to the Safety, Plans and Assurance team in identifying, scoping, developing and delivering assurance across all domains
Provide assurance that activities undertaken by the Range Infrastructure Technical Team (RITT) provide value for money solution while meeting legislative and MOD mandatory requirements.
Support Army in making balance of investment decisions between new capabilities (ranges) and infrastructure elements
Provide support and assurance to the OS&Trg Land Training Area Ranges (LTAR), to ensure all ranges where Hd OS&Trg is the Range Approving Officer (RAO)
Act as lead for all accidents and investigations across the OS&Trg Region
Take a strategic view across the programme and in consideration of strategic estate objectives highlight conflicts and issues, identify and exploit opportunities, identify and mitigate risk
Provide Direction and Guidance to the HQ Plans team
Facilitating Operations on the DTE
Responsible for the deconfliction of user bookings on the DTE
Generate revenue through the delivery of Foreign Forces training on the DTE
Driving optimisation of the whole DTE
Engaging with key stakeholders to identify future requirements to support training on the DTE
Deliver Assurance Activities across the OS&Trg Region
Ensure the delivery of the Regional Assurance Board across each region/country on an annual basis
Ensure the competence of staff is maintained through the Range Safety Course and associated courses
Deliver the annual Range and Training Area Safety Conference
Lead, as the Risk Owner on all OS&Trg Safety and Assurance Risks/Issues
Lead on the reporting of incidents on IMS, driving performance standards, identifying and implementing improvements in system and reporting procedures
Wider DIO business and improvement
Undertake or support activity in relation to DIO policy development – taking the lead for the Safety, Plans and Assurance team
Support wider Government and MOD initiatives including Other Government Department (OGD) Reviews
Responsible for delivery of communications and engagement activities for major team/function in line with DIO Corporate Communications strategic messaging and wider MOD communications policy and guidance
Responsible for the outputs of the Area Utility Managers across OS&Trg region.
Line manager and Counter Signing Officer (CSO) for a mix civilian and military staff
Functional Management of HQ OS&Trg
Preparing briefs and papers as required and input to and comment on draft policy papers
Activities in support of OS&Trg as directed by DHd OS&Trg including implementing change.

Person specification
Essential Criteria
Commitment to travel both in the UK and Overseas will be expected
Experience of managing a safety assurance team and maintaining a regular monitoring and compliance strategy
Experience of understanding and interpreting safety policy, identifying breaches of safety compliance and rectifying the issue(s)
Desirable
To have held the SA (A) or range qualification or equivalent
Association for Project Management (AMP) Membership
