The Directorate of Strategy and Enterprise (DSE) is one of three 2* pillars in Defence Intelligence. Its role is to cohere Defence’s intelligence vision & direction, strengthen DI’s world-leading professionals, and design and deliver a leading-edge, globally integrated intelligence business now and for the future.

Within DSE, the Strategy and Performance team has five core responsibilities. It undertakes:

Strategy development

Strategic planning

Performance reporting and risk management.

Business change initiatives

Governance and assurance

The holder of the advertised post will lead a team of seven staff supported by reservist and contractor personnel. They will work closely with, and report directly to, the 2* Director Strategy and Enterprise to deliver team and directorate objectives.

Job Description

The DI DH Strategy and Performance leads DI’s organisational strategy-making and implementation. The core challenge is to understand our 5000-strong business, and the wider Function of Intelligence across MOD, and balance our resources for the best possible intelligence and Defence impacts. The DH Strategy and Performance will design and implement a continuous business cycle of:

gathering metrics and information about our desired impact and outcomes and required activities and inputs, current performance and organisational risk profile.
creating business plans that respond to these metrics and information.
communicating the business activities and changes required to our business unit heads, and our finance and people functions, who enact them.

The DH Strategy and Performance also

leads our engagement and alignment with Head Office and UKStratCom on Defence and Command planning, ensuring DI is strategically coherent with MOD and wider partners.
leads the Function of Intelligence team.
is a trusted advisor to the Senior Leadership Team, designing and leading the exploration and generation of strategic choices to support transformation of DI into the next decades, skilfully bringing stakeholders with us.
leads the DI Communication, ensuring internal and external Communications are delivered effectively and professionally.

Leadership And Management Of a Team Of Seven Permanent Staff, One Part-time Reservist, And An Approved-in-principle, But Not Placed, External Assistance Contract To Deliver:

the annual DI Management Plan coherent with national, departmental and command strategies and plans.
understanding of our corporate performance and risk and reporting as required.
maturation of our performance and risk approach.
initiatives designed to enhance the efficiency and effectiveness of the business and balance demand against resources now and in the future.
Secretariat of the Intelligence Function, to improve the efficiency and effectiveness of the Defence-wide intelligence community.
evidencing and contributing to sound, future-proof strategy, and decision-making for both DI and the Function of Intelligence.

The post holder will need to routinely engage with 1*/OF5/Gd 6 stakeholders across the Defence Intelligence business, and Strategy and Planning teams in UKStratCom and Head Office. The post holder will also need to maintain a network of Gd 7/OF4 business leads across DI to support their objectives. Strategy and Performance is a standing agenda item in the Defence Intelligence Management Board (1*) and the post holder will work with 2*s and 3*s on a weekly basis.

Essential Criteria:

The successful candidate will:

Have experience of collective leadership across a complex organisation to achieve organisation-level outcomes.
Be a strategic thinker, with experience of successfully building, leading and implementing organisational strategy.
Be a trusted adviser and have experience of advising senior colleagues within complex organisational constructs.
Have experience of leading through transformation or organisational change.
Have experience of monitoring and evaluation, and/or applying risk frameworks/approaches.
Have great stakeholder engagement skills with a track record of building effective relationships with senior decision-makers and peers.
have excellent verbal and written communication skills with the ability to engage with stakeholders at all levels.
Can work flexibly and respond to evolving priorities, and to deliver to short notice deadlines.
Have resilience, tenacity and skill to overcome organisational resistance and barriers.

Desirable Criteria:

The successful candidate is likely to have:

Experience of intelligence or national security.
Experience of Defence planning and/or strategy.
Experience of building and using Theory of Change and Logic Models.
Experience of line or team management.

The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
