Help Duties * You will prepare a variety of recurring and non-recurring narrative and statistical reports supporting decisions to move administrative, unclassified contracts along financially and administratively. * You will input information into database and various government systems. * You will advise management on the results of analysis including recommendations for changing business processes. * You will coordinate matters of contract interpretation with the service provider, the afloat and/or ashore workforce, and the ContractingOfficer (CO). * You will research and review procurement and financial databases, systems, regulations, statues, and other directives. * You will serve as the Lead Administrative Financial Support Specialist and trains new employees to perform required duties. * You will review specifications outlined by customer to ensure information pertaining to the required delivery date, products expected, etc., are clear andadequate. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with applying analytical and evaluative methods and techniques to assess the effectiveness and efficiency of the N1 financial management operation.
Experience with management and business practices, including workflow, work processes, automation, and organizational structure, to serve as a Government Commercial Purchase Card (GCPC) holder.
Experience with administrative and government procurement rules, procedures, and technical methods concerning administration and procurement to provide contract support.
Experience with the roles and responsibilities for providing technical direction to a contractor as the Contracting Officer’s Representative (COR).
Experience with financial and internal database management systems to analyze, extract, and manipulate data to provide to leadership.
Experience with applying the principles, practices, and methods of budget execution to assist in the administration of the N1 budget.
Experience using government financial computer systems relating to the procurement process, invoice payment and receipting process, processing of funding documents and commitments, and execution of the N1 budget.
Experience with utilizing purchasing regulations, methods, procedures, and business practices to make purchases involving specialized requirements and/or commercial requirements with complicating factors such as hard-to-locate sources, unstable price or product characteristics, many critical characteristics, or urgently needed items.
Experience with market sources for a wide range of items or services, typical vendor modes of operation, and ways of doing business.
Experience with applying regulations governing mandatory sources, federal supply schedules, noncompetitive and competitive open market purchases to ensure regulatory compliance throughout the purchase process.
