Job Summary
The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.
The Armed Forces Recruiting Programme (AFRP) is a high value, Government Major Projects Portfolio (GMPP) Category A Tri-Service programme. AFRP will bring together the recruiting processes for the three-Armed Forces for the first time. Underpinned by a single digital system. AFRP will deliver a modern, innovative, candidate-centric experience which will transform how the Armed Forces recruit covering all elements of the recruitment journey from attracting potential candidates through to the commencement of their initial training.
The Armed Forces Recruiting Programme is due to endure through to October 2027. At the end of the programme you may be redeployed to another programme within the Army Headquarters in line with departmental policy.

Job Description
Programme officers are employed across the PMO and business change area within the programme to provide programmatic support towards the delivery of the programme outcomes. We are recruiting for 3 Programme Officers to join us. Successful candidates will have the opportunity to develop their project delivery skills through the delivery of:
Role 1
Change Control – Ensuring any changes to the agreed baseline/contracted position are captured and assessed, including setting and maintaining the process for the activity
Management of the programme evaluation plan
Support to the programme reporting requirement
Support to programme assurance reviews
Role 2
Development and maintenance of the programme stakeholder map
Development and maintenance of the engagements schedule
Production of materials to support Senior engagements
Production and maintenance of briefing material
Role 3
Providing benefits management, support, guidance and expertise to the programme team members including the, Senior Leadership Team as the Subject Matter Expert (SME), delivered through the AGILE Programme Methodology
Development and maintenance of programme benefits realisation plan, used to collate and report measurement data
Development of benefits profiles and associated modelling
Management of established regular Benefits Working Group
Support programme management and control processes (incl. risks, issues, dependencies, changes, schedules, cost) leading on the impact on Benefit Realisation
Engagement with internal and external stakeholders to ensure co-ordinated Benefits and RAIDO management
Supporting the continuous improvement of Benefits, risk, assumptions, issue and dependency management across the programme and transfer and facilitate knowledge and skills development for the individuals within the programme
Managing the reporting cycle requirements against the published timetable
Additional Project Delivery opportunities may be presented in support of Head PMO as agreed between candidate and line manager once in post.

Person specification
Essential
Strong communication skills, both written and verbal
Competence in the use of a full set of Microsoft tools
The ability to deliver at pace and respond to changing priorities associated with working on a GMPP programme.
Desirable
Experience of Project Online Reporting/other corporate P3M reporting tool
Previous P3M experience including P3M qualification (APM PMQ/Prince 2)
Cat A Prog experience
Project Delivery accreditation at foundation level or willingness to work toward this
