MOD not tracking specific contract manufacturing locations
• The Ministry of Defence (MoD) does not directly record where a contract is manufactured or the location of the supplier manufacturing. However, the prime location of the contract is collected as marked by the contract owner on the Contract Purchasing and Finance system (CP&F) when the contract is first created.
• The MoD plans to award a £10.4 million contract to BAE Systems for the supply of key components for armoured vehicles and artillery.
• The MoD will negotiate the contract directly with BAE Systems, based in Barrow-in-Furness, Cumbria.
• The Ministry of Defence project leads often without project management experience.
• The Mods Changing Location Report provides information on locations changed by a Mod to include Paying Office, Contract Issuing Office and Contract Administrative Office.
• The Mods Changing Location Report applies to a specific contract with goals that covers the entire contract period, including option periods (FAR 19.701).
• The difference between manufacturing locations and place of performance applies to the 65 I B Schedule program. The place of performance is the location of administrative actions, while the manufacturing location identifies the specific manufacturing location.
• A contract modification (mod) is any written change by the contracting officer to the contract terms and conditions. A mod can be issued at any time after the contract is awarded.
• The next 18 months of Royal Air Force procurement are not tracked specific contract manufacturing locations.
