Purpose and Scope:
Develop, execute, and maintain, as required, procedures in compliance with local policy that protect the health and safety of employees and the community and that minimize or eliminate the risk of environmental pollution. Lead a diverse team to meet all environmental management requirements to support the mission. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
Essential Responsibilities:
Provide Environmental Management support and comply with all applicable environmental Air Force directives, the Environmental Final Governing Standards, and other applicable environmental compliance documents, and identify areas for potential improvements
Develop and submit a monthly environmental report providing the status of environmental deficiencies, recommend corrective actions, and provide planned completion dates.
Develop internal plans and programs which address management of storm water, wastewater, potable-water, non-hazardous waste, asbestos, lead-based paints, pesticides, polychlorinated biphenyls, ozone-depleting chemicals, natural and cultural resources, hazardous waste, and hazardous materials. These Plans and programs shall incorporate pollution prevention, recycling, sampling and analysis, spill prevention, EIAP, and Spill Prevention and Response Plan Inspect vehicles for defects before and after trips.
Review design and acquisition documentation of new systems, equipment, and materials with a goal to minimize use of hazardous materials or pollution-creating processes, provide comments and attend design review meetings as required.
Analyze proposed programs and projects (including construction, repair or O&M Projects) to identify environmental concerns and act early in the planning phase.
Conduct annual environmental training for all downrange personnel whose work-related activities could potentially have environmental impacts.
Conduct and document engineering and environmental studies for environmental protection as directed by the Government and report the status as part of the monthly AAAF Facility Work Activity Summary.
Implement programs to protect and manage natural resources.
Comply with Federal, State, International/Host Nation, and local safety and environmental directives as applicable based on location, including current version of PSFB HAZMAT Management Program Plan and AFMAN 32-7002.
Create and maintain information related to ongoing monitoring and analysis results within the IDMS for the duration of the TO.
Coordinate closely with all other on-site Contractors for the removal and disposal of heavy metal paint chips and debris as required by mission or construction contracts.
Supervise a recycling program for AAAF as directed by the Government.
Minimum Position Knowledge, Skills and Abilities Required:
Bachelor’s degree in industrial hygiene, environmental, health and safety management, environmental science or other associated discipline.
Three years’ experience in government contracting; U.S. Military or related field may be substituted for each year of the four years of college.
Knowledge of environmental regulations (such as Clean Air Act, Clean Water Act and Safe Drinking Water Act) and associated permitting requirements.
40 Hour HAZWOPER – Train the Trainer Certification.
Broad knowledge of other disciplines such as environmental sciences, safety or industrial hygiene.
Previous experience required as a Lead or Manager in related field.
High school diploma or equivalent training & experience.
Ability to read and write English is required.
Solid communications skills, strong interpersonal skills.
Strong ability to work and lead as a member of a diverse, dynamic team.
Outstanding problem-solving skills and sound judgment.
Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
Must be a USN to fill this position.
Possess a valid driver’s license and passport.
Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
Work Environment, Physical Demands, and Mental Demands:
Able to stand for long periods of time such as eight to ten hours, bend, kneel, and reach to store/retrieve supplies.
Able to lift, carry, and push supplies and boxes up to 50 pounds.
Use industrial equipment and work outside in all adverse conditions.
Kneeling, standing and walking, routinely sitting.
Living and working conditions at the assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
Ability to travel domestically and internationally.
