Job Summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 7,000 MOD Civil Servants located at over 300 locations. Ours is a diverse workforce, with roles ranging from trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. There are many different functions and professions delivering key outputs for the Army.

The Armed Forces Recruiting Programme (AFRP) is a high value, Government Major Projects Portfolio (GMPP) Category A Tri-Service programme. AFRP will bring together the recruiting processes for the three-Armed Forces for the first time, underpinned by a single digital system. AFRP will deliver a modern, innovative, candidate-centric experience which will transform how the Armed Forces recruit covering all elements of the recruitment journey from attracting potential candidates through to the commencement of their initial training.

The Armed Forces Recruiting Programme is due to endure through to October 2027. At the end of the programme you may be redeployed to another programme within the Army Headquarters in line with departmental policy.

This position is advertised at 37 hours per week.

Job Description

The Programme Controls Manager works to the head PMO and is responsible for the delivery of programme controls through the management and oversight of the programme controls specialists within the team. This covers planning and scheduling, risk management, resource management, dependency and assumptions management.

The candidate will be responsible in assuring that the systems are in place to enable effective management of the programme.

Key Responsibilities Include:

Leading a multifunctional team (3x HEOs) to deliver the required outputs, including all programme controls outputs
Develop and maintain processes for the delivery of Programme Controls function
Reporting of programmatic elements through programme working groups and governance meetings
Utilising the team to deliver secretariat duties for programme governance meetings
Ownership of programme resourcing strategy and resource working group
Conducting and analysing Quantitative Risk Analysis (Schedule Risk Analysis) and support Head PMO to make recommendations to Senior Leaders based on the results

Person specification

Essential:

Previous P3M experience including P3M qualification (APM PMQ/Prince 2)
Experience of developing and maintaining a programme schedule using MS Project of Primavera tools sets
Experience of Schedule Risk Analysis

Desirable:

Experience of Project Online Reporting/other corporate P3M reporting tool
Cat A Prog experience
PD accreditation at foundation level and a willingness to work towards practitioner level

Qualifications

P3M qualifications including APM PMQ, Prince 2
